The first episode begins in a ramen shop next door to Policetown. It's the only place Rio eats because it's the only place she can afford. The owners have had to drop their prices to draw in business because just down the street, a giant structure called Neo Tokyo Tower has opened. Suddenly, the tower is attacked by a swarm of robotic insects. At the same time, a mysterious woman and a terrorist group called Dawn Mirage takes its occupants, including the governor, hostage.
